S. Summary
landfill to be used for facilities, equipment areas, and a soil borrow area for landfill operations,
85.6 acres southeast of the current landfill proposed for fill, and 6.5 acres northeast of the current
landfill to be used as a floodplain area. Once the horizontal expansion is completed and the
existing landfill properly closed, the vertical expansion would occur atop of the existing landfill
to a height of 150 feet mean sea level(MSL). The landfill is currently permitted to a height of 90
feet MSL.
Figure S.1 shows the location of the project site. The nearest city is Stockton,*which is seven
miles away to the northwest. The existing landfill is within the jurisdiction of the City of
Stockton and has not yet been zoned. All of the proposed project expansion areas are within the
County of San Joaquin and zoned agricultural with the provision for solid waste facilities. The
land to the north and the land to the northeast are currently vacant. A residence is located at the
southeast corner of the southeast parcel. The surrounding land uses consist of agriculture,
juvenile and women's prisons, and the Forward,Inc.Landfill. The Stockton Metropolitan
Airport is within 10,000 feet of the City of Stockton Landfill.
C. PROTECT OBJECTIVES
The City of Stockton Department of Public Works has indicated that the project objectives
include the following items:
• to serve long-term disposal needs in the project area;
• to comply with environmental objectives, including containment of waste, separation of
waste from groundwater, minimization of air emissions, protection of public views, and
appropriate management of storm water and leachate;and
• to meet the regulatory standards of all relevant permitting agencies.
D. PROTECT CHARACTERISTIC'S
There are no proposed changes to the current waste stream for the expanded landfill. As is the
current policy, no sewage sludge, asbestos, tires, abandoned vehicles, large dead animals, liquid
wastes, hazardous wastes, white goods or inert solids would be accepted. Infectious wastes
would continue to be accepted subject to special waste handling practices.
S.2
