Austin Road Landfill E Sion Project <br /> I. INTRODUCTION <br /> This document contains a revised Summary of Impacts and Mitigation Measures;written comments <br /> received on the Draft EIR and the Lead Agency's responses to those comments;and an errata section <br /> containing technical and editorial corrections initiated by County staff. Comments and responses on the <br /> Draft Supplemental Environmental Impact Report(DSEIR)for the proposed Austin Road Landfill <br /> Expansion Project. The DSEIR was circulated for a shortened 30-day public review period(granted by <br /> the State Clearinghouse upon consultation with responsible and trustee agencies)beginning November <br /> 21, 1999 and ending on December 20, 1999. Copies of the DSEIR were distributed to state,regional,and <br /> local agencies,as well as to any requesting individuals and organizations,for their review and comment. <br /> The San Joaquin County Planning Commission reviewed the DSEIR at their December 16, 1999 meeting <br /> at which commissioners expressed their comments. This document is a companion document to the Draft <br /> EIR dated November 12, 1999 and,together with that document,constitute the Final Supplemental <br /> Environmental Impact Report(FSEIR) for the project. <br /> Pursuant to the requirements of the California Environmental Quality Act(CEQA),and Section 15088 of <br /> the CEQA Guidelines,the County of San Joaquin as the lead agency has evaluated the comments <br /> received on the DSEIR and has prepared written responses to the comments received. Section III <br /> contains all of the comments made on the DSEIR. Responses are provided for significant environmental <br /> points raised in the review and consultation process(as required in the State CEQA Guidelines Section <br /> 15132). <br /> Because of the limited comments and minimal text revisions resulting from these comments,the DSEIR <br /> has not been revised and republished in this document. Rather,a revised Summary Table of impacts and <br /> mitigations is included in this document. Revisions are shown in swike4h£euo(deleted text)and italics <br /> (new text). <br /> This document along with the DSEIR will be reviewed by the San Joaquin County Planning Commission <br /> and certified by the County Board of Supervisors prior to consideration of project approval. The County <br /> may require the mitigation measures identified in this FSEIR as conditions of project approval. In order <br /> to approve any discretionary applications for the proposed project,the County must adopt a separate <br /> document,prepared pursuant to State CEQA Guidelines Section 15091 and 15093,containing a set of <br /> required CEQA"Findings" with respect to each significant environmental effect,and a"Statement of <br /> Overriding Considerations" for any effects that are unavoidable or infeasible to mitigate. Also included <br /> in the Findings document is a Mitigation Monitoring Program that must be adopted in accordance with <br /> Public Resources Code Section 21081.6. <br /> 1 <br />
