Austin Road Landfill Exp . ion Project <br /> ENVIRONMENTAL IMPACT MITIGATION MEASURE LEVEL OF <br /> SIGNIFICANCE <br /> AFTER <br /> MITIGATION <br /> approximately 4.5 acres of the North Landfill Expansion(Jones and Stokes, <br /> Branch of the South Fork of Little Johns 1996)will be implemented as part of the <br /> Creek including 2.895 acres of Corps- proposed project,consistent with the terms <br /> verified jurisdictional wetlands within the and conditions of the Section 404 Permit <br /> 4.5-acre channel. (SIGNIFICANT) issued by the U.S. Army Corps of <br /> Engineers.The plan and permit post-date <br /> preparation of the 1994 EIR.The plan <br /> provides for <br /> • realigning 7,600 linear feet of the <br /> North Branch of the South Fork of <br /> Little Johns Creek,between the <br /> northeastern and southwestern project <br /> boundaries,with anew 7,800-foot <br /> long channel along the northern and <br /> western project boundaries; <br /> • creation of approximately 7.0 acres of <br /> watercourse that is allowed to freely <br /> meander within a 200-foot wide <br /> floodplain; <br /> • Planting of 39.4 acres of riparian <br /> habitat; <br /> • Monitoring and maintenance for five <br /> years following construction. <br /> (b)In addition,a 4.3-acre detention basin <br /> will be constructed in the southwest comer <br /> of the project site,as depicted on project <br /> plans(R.W. Beck and Associates, 1993). <br /> (c) Restoration of the riparian area shall <br /> include revegetation with trees, shrubs, <br /> and grasses native to the area. Plantings <br /> shall have a minimum 80%survival after <br /> the first year, and 100%survival <br /> thereafter, or shall have attained a 75% <br /> cover after three years and a 90%cover <br /> after five years. Plantings shall be <br /> monitored each year and maintained as <br /> necessary until success criteria have been <br /> Aft met. In order to assure implementation, <br /> the Wetlands Mitigation and Monitoring <br /> Plan shall be modified to include these <br /> criteria. <br /> 11 <br />
