The report does not address closure of the existing landfill units and is 1 <br /> not complete. The existing landfill units are unlined, do not have a leachate collection system and <br /> significant impacts to groundwater quality are known to occur downgradient from the landfill. The <br /> existing landfill units should be closed before expansion is approved.
