AO� <br /> Austin Road Landfill E ion Project is <br /> Ile Eirs District Dcamb"Ifiam <br /> Response to Comment is <br /> In order to provide an expanded discussion of this issue, Section XIII.a(Public Services of the Initial <br /> Study(SEIR Appendix A)is changed,starting with the fifth sentence,to read as follows(additions shown <br /> in Italics): <br /> "In the past, the landfill has had a low level of fire service calls..1 In the past nine years, there has <br /> been only one fire at the landfill,which did not involve methane(landfill gas)? Landfill fires are <br /> most effectively fought by using bulldozers to isolate the burning refuse. Then scrapers stockpile <br /> dirt, which is spread over the burning refuse by the bulldozers to extinguish the fire. Fire service <br /> personnel stand by to ensure that the burning material does not escape and cause afire off-site. <br /> Methane(landfill gas)is generated within a landfill and escapes through the path of least <br /> resistance. In a properly compacted and covered landfill, little or no methane is present at the <br /> surface where fires usually occur. Unless afire occurs within the landfill and an opening in the <br /> landfill surface allows flames to escape, landfill fires involving methane are not expected to <br /> occur. Therefore, it is not anticipated that continuation of operations at the landfill expansion <br /> would substantially affect the need for fire protection. Although the impacts before mitigation <br /> would be less than significant,Mitigation Measures C.3 (a),(b),and(c), and C.6(a),(b),(c), (d) <br /> and(e),would further reduce the level of adverse impacts." <br /> The following new footnote also is added to the Initial Study): <br /> 3 James Giottonini,Public Works Director,City of Stockton,letter to Tom Gau,San Joaquin <br /> Community Development Department,January 12 2000. <br /> The following text is added to Table S-1: Summary of Impacts and Mitigation Measures,C.Community <br /> Services and Utilities,Environmental Impact column,page 10. <br /> C.6 The proposed project would become pan of the area served by the Collegeville Fire District, <br /> and could increase the number of fire service calls for the District, and/or require the District to <br /> respond to fires involving landfill-generated methane. <br /> The following text is added to Table S-1: Summary of Impacts and Mitigation Measures,Community <br /> Services and Utilities,Mitigation Measure column,page 10. <br /> (a) Ensure that the existing emergency dispatch system adopts procedures to provide the District <br /> with prompt notification in the event of fires and other emergencies at the landfill during non- <br /> operating hours, if adequate procedures do not already exist. <br /> (b) Provide the necessary keys, access codes,etc., to the District to allow quick access to the <br /> landfill during hours of non-operation. Provide site orientation, training, maps, and/or other <br /> information necessary to allow the District to respond to service calls during hours of non- <br /> operation. <br /> (c) Provide the Collegeville Fire District with two sets of portable oxygen breathing apparatus, <br /> to allow firefighters to respond to emergency situations involving methane. <br /> (d) Provide plans for the project design and operational procedures relating to fire protection to <br /> the Board of the Collegeville Fire District for their review and comment on the fire-safety <br /> 57 <br />
