Fujii <br /> -z <br /> Forward Inc. <br /> 1145 West Charter Way Ul <br /> Stockton, CA 95206 =7 <br /> REVIEW OF REVISED ENGINEERING FEASIBILITYSTUDY, TIME SCHEDULE FOR <br /> CORRECTIVE ACTIONAND EVALUATIONPROCEDURES FOR PROPOSED <br /> CORRECTIVE ACTION,AUSTIN ROAD LANDFILL, SAN JOAQUIN COUNTY (Case No. <br /> 2148) <br /> Regional Board staff has reviewed the Revised Engineering Feasibility Study, submitted 11 June <br /> 1 <br /> 2001 and revised in response to comments on 30 August 2001; Time Schedule for Corrective Action, <br /> submitted 13 December 2001; and Evaluation Procedures for Proposed Corrective Action submitted <br /> 26 February 2002. We have the following comments: <br /> 1. The Engineering Feasibility Study(EFS)presents the results of a hydrogeologic model study <br /> undertaken to evaluate cleanup strategies. The EFS concludes that cleanup can best be achieved <br /> by improved landfill gas extraction, continued operation of the existing groundwater pump and <br /> treat system, and artificial recharge of treated groundwater. Staff concurs with the plan as <br /> presented in the final revision of the EFS submitted on 30 August 2001. <br /> 2. The Time Schedule for Corrective Action commits to: <br /> a. Complete landfill gas design by 31 March, mobilize contractor by 1 May, and complete <br /> landfill gas improvements by 31 October 2002; <br /> b. complete construction of enhanced groundwater recharge facilities by 15 October 2002; <br /> c. complete Phase 1 of interim Final Cover Construction (over areas at adequate grade)by.1 <br /> October 2002; <br /> d. hydroseed remaining areas of landfill prior to the rainy season (late November 2002) and <br /> e. complete Phase 2 of interim Final Cover Construction(over remaining areas)by 1 <br /> October 2003. <br /> Staff concurs with parts a,b, and c of the time schedule. We understand that the CEQA process has <br /> been delayed till late July and it may not be possible to bring all parts of the landfill up to grade with <br /> waste and complete construction of a Final Cover in 2002. However, staff believes that it is <br /> important to close the unlined cell at Austin Road as soon as possible. The plan should be revised to <br /> install an interim final cover over the entire landfill by 15 November 2002.
