The Evaluation Procedures for Proposed Correction Action presents a method to evaluate VOC <br /> mass reduction and well-by-well VOC concentrations; VOC threshold limits calculated from past <br /> data; and a contingency remediation plan to control the down-gradient edge of the plume if VOC <br /> concentrations do not decline as predicted. Staff concurs with the evaluation procedures and <br /> with the contingency plan and will incorporate parts of this plan into WDRs with a requirement <br /> to annually evaluate corrective action progress. <br /> Staff can only concur with your plans for corrective action, formai approval of the plan can only come by <br /> a vote of the Regional Board. The CEQA process delays completion of new WDRs for the combined <br /> Forward and Austin Road landfills and new WDRs are not expected to be adopted until next Fall (either <br /> the September or October meetings). To cover the intervening time period staff proposes to revise <br /> Austin Road Landfill existing WDRs for corrective action for consideration at the June meeting. The <br /> only unresolved aspect is the date for final closure of this landfill.
