FRV1CESQ304 East Webber Avenue, 3rd Floor <br /> Stockton, California 95202 <br /> Subject: Fourth Quarter 2002 Soil Gas in Excess of Compliance Levels Notice, <br /> 10-day Notification Letter, Austin Road Landfill, San Joaquin County, California <br /> Dear Mr. McClellon: <br /> This letter report presents follow-up information regarding the results of soil gas monitoring <br /> conducted by LFR Levine-Fricke (LFR) on behalf of Forward Incorporated (Forward) at the <br /> Austin Road Landfill in San Joaquin County on November 13, 2002. Forward has retained LFR to <br /> conduct quarterly soil gas monitoring at the Austin Road Landfill. Soil gas monitoring conducted <br /> on November 13, 2002 revealed elevated methane concentrations (above 5.0 percent by volume) <br /> in soil gas probe SGP-2A located along the southern landfill boundary (between the Forward and <br /> Austin Road Landfills). Soil gas data collected from other nearby soil gas probes used to monitor <br /> the Austin Road and Forward Landfills on November 13, 2002 did not indicate elevated <br /> concentrations of methane. In accordance with CCR Title 27, Section 20937(a), this 10-day <br /> notification letter is being submitted to describe the nature and extent of the methane measured in <br /> excess of the compliance level and any immediate corrective actions that need to be taken to <br /> protect the public health and safety, and the environment. <br /> Methane was detected above the lower explosive level (LEL) in soil gas probe-2A (SGP-2A) at a <br /> concentration of 13.3 percent by volume. Based on the soil gas monitoring activities conducted on <br /> November 13, 2002, the elevated concentration appears to be limited to SGP-2A. As noted in the <br /> letter sent to the San Joaquin County Environmental Health Department (SJCEHD) by LFR dated <br /> November 18, 2002, this methane detection is likely a result of recent landfill activities in the <br /> vicinity of the southern landfill boundary between the Forward and Austin Road Landfills. These <br /> previously separate landfills are now operated by Forward as a single landfill. Due to the recent <br /> operations at the now combined Forward/Austin Road Landfill, SGP-2A is no longer located <br /> along the perimeter of the working landfill. Rather SGP-2A is now located between active <br /> operating landfill areas at the site and may be surrounded by waste material. <br /> In accordance with CCR Title 27 Section 20937 (a)(1), an evaluation was conducted by Forward <br /> personnel regarding the necessary immediate steps to protect public health and safety and the <br /> environment.
