E 0 <br /> Mr. Robert McClellon NOV 1 9 2002 <br /> San Joaquin County Environmental Health Division <br /> 304 East Webber Avenue, 3rd Floor _WHONMENT HEALTH <br /> Stockton, California 95202 PERMIT/SERVICES <br /> Subject: Fourth Quarter 2002 Soil Gas Monitoring Report and Notice of Excess of Compliance <br /> Levels, Austin Road Landfill, San Joaquin County, California _ <br /> Dear Mr. McClellon: <br /> This letter report presents results of soil gas monitoring conducted by LFR Levine-Fricke (LFR) <br /> on behalf of Forward Incorporated (Forward) at the Austin Road Landfill in San Joaquin County <br /> on November 13, 2002. Forward has retained LFR to conduct quarterly soil gas monitoring at the <br /> Austin Road Landfill. Soil gas monitoring conducted on November 13, 2002 revealed elevated <br /> methane concentrations (above 5.0 percent by volume) in soil gas probe SGP-2A (Figure 1) <br /> located along the southern landfill boundary (between the Forward and Austin Road Landfills). <br /> Other nearby soil gas probes associated with the Austin Road and Forward Landfills were also <br /> monitored on November 13, 2002 and did not indicate elevated concentrations of methane. <br /> In accordance with CCR Title 27, Section 20937(a), this letter report is also being submitted to <br /> inform the enforcement agency (EA) that methane was detected above the lower explosive level <br /> (LEL) in soil gas probe-2A (SGP-2A) at a concentration of 13.3 percent by volume. This methane <br /> detection is likely a result of recent landfill activities in the vicinity of the southern landfill <br /> boundary between the Forward and Austin Road Landfills. These previously separate landfills are <br /> now operated by Forward as a single landfill. Due to the recent operations at the now combined <br /> Forward/Austin Road Landfill, SGP-2A is no longer located along the perimeter of the working <br /> landfill, rather SGP-2A is now located between active operating landfill areas at the site. <br /> In accordance with CCR Title 27 Section 20937 (a)(1), an evaluation was conducted by Forward <br /> personnel regarding the necessary immediate steps to protect public health and safety and the <br /> environment. At this time, Forward has concluded there appears to be no potential hazardous <br /> conditions based on field monitoring results of on-site buildings and ambient air (as shown on <br /> Table 1). <br /> Forward is currently installing a new landfill gas extraction system at the Austin Road/Forward <br /> Landfill to work in conjunction with the current gas extraction system at the Austin Road Landfill. <br /> According to the current gas extraction facility operator (Mr. Dennis Young), the current Austin <br /> Road gas extraction system has been shut off for periods of up to one month during the last six <br /> months to allow for the relocation of Littlejohn Creek, to allow for resumed landfill operations at <br /> 4080CavittStallmanRoad,Suite 100,Granite Bay,California 95746-9460 • (916)786-0320 - fax(916)786-0366 • www.lfr.com <br /> Offices Worldwide <br />
