k <br /> Mr. Cody Begley <br /> April 23, 1998 <br /> Page 2 <br /> COMPLIANCE STATUS OF AUSTIN ROAD LANDFILL FACILITY NO 39-AA-0001 <br /> flow of runoff to the landfill's storm water retention basin. You indicated in your letter that <br /> the City must act to divert and control storm water flow and prevent erosion from exposing <br /> waste and impeding drainage. <br /> The City's proposed actions to correct these drainage and erosion problems are outlined <br /> in a letter to Victor Izzo of the Regional Water Quality Control Board (see ATTACHMENT <br /> 2). In addition, the City intends to retain an engineering firm to develop and help <br /> implement drainage, fill sequencing, and wet weather operations plans. The goal of these <br /> plans is to have ARL adequately prepared for the forthcoming wet weather season. <br /> 3. Leachate Control. <br /> You noted in your March 31-letter and March 26 inspection report that CIWMB staff had <br /> observed several leachate seeps around the landfill during both the February and March <br /> CIWMB monthly inspections. You stated that the leachate was draining into ARL's <br /> perimeter ditch and the City was periodically pumping it out and disposing of the contents <br /> off-site. You expressed concern that this method of leachate control may not work if wet <br /> weather prevents access to the ditch for pumping. You indicated that the City must take <br /> steps to ensure that leachate is sufficiently controlled. <br /> The City's proposed corrective action is outlined in the letter to Victor Izzo (ATTACHMENT <br /> 2). Furthermore, a City-retained engineering firm will investigate the cause of the leachate <br /> seepage, recommend specific actions to prevent future seepage, and assist in <br /> implementing the actions. The City's goal is to have these actions completed by the start <br /> of the next wet weather season. <br /> 4. Daily Cover. <br /> You expressed concern in your March 31-letter about the City's ability to meet soil cover <br /> requirements. You noted in your March 26 inspection report that soil cover was too thin <br /> (less than the required 6 inches for daily cover) and inadequately compacted in several <br /> areas of the landfill. <br /> As mentioned above, the City plans to retain an engineering firm to prepare a wet weather <br /> operations plan and assist the City in implementing it.
