Currently, this 299-acre landfill is not receiving any waste. The
Austin Road Landfill was originally owned and operated by the City of Stockton. The landfill's permit was revised in 1998.
At that time, the disposal footprint and the property boundary were increased with the acquisition of 136 acres from the
California Youth Authority, and an additional 83 acres from Albert Brocchini Farms,Inc. The revision allowed the
realignment of north branch of the south fork of Little Johns Creek and a vertical expansion over the existing landfill unit.
As part of the 1998 solid waste facilities permit revision, one of the conditions of the permit was that the disposal of solid
waste in the active unit would cease on December 31,2002,and the unit subsequently close in accordance with existing
regulations. On September 1,2000,ownership of the Austin Road Landfill was transferred to Forward Inc.and the facility
was renamed the Austin Road/Forward Landfill. Actual closure of the active unit commenced in early 2003 and the final soil
cover layers are in place.
The owner,Forward,Inc.,plans on combining the Austin Road/Forward Landfill with the Forward Landfill
(SWIS#39-AA-0015),located directly south of the Austin Road/Forward Landfill, into one contiguous landfill operation.
The Local Enforcement Agency(LEA)received a proposed permit application to combine the two landfills from Forward,
Inc.on January 27,2003. The LEA accepted the application as incomplete on February 26,2003. A complete permit
application package was submitted on April 30,2003.
VIOLATIONS:
A. The inspection identified no violations of Public Resources Code,Division 30,Part 4,Chapter 3.
B. There was one violation of Title 27,Division 2,Subdivision 1,California Code of Regulations,Consolidated
Regulations for Treatment,Storage,Processing,or Disposal of Solid Waste noted during the inspection.
(PA)i7Supervisor Page 1 of 2 Z Inspector
