0 a <br /> San Joaquin CountyEnvironmental Heath Division State Pre-permit Inspection Report <br /> Austin Road/Forward Landfill <br /> SWIS#39-AA-0001 <br /> 1. Section 20919.5—Explosive Gases Control. This standard requires that the concentration of methane gas generated by <br /> the facility does not exceed 25%of the Lower Explosive Limit(LEL)for methane in facility structures and does not <br /> exceed the LEL(5%by volume)at the facility property boundary. The standard also requires that a routine methane- <br /> monitoring program be implemented if levels are exceeded and that the necessary steps be taken to ensure protection of <br /> human health. <br /> Gas screening was preformed with the assistance of Gino Yekta,Waste Management Engineer,with the CIWMB's <br /> Remediation,Closure and Technical Services Branch. Five gas-monitoring wells on the perimeter of the Austin <br /> Road/Forward Landfill under went screening using the GMI 442 series combustible gas indicator and the Landtec <br /> combustible gas indicator. Four of the monitoring wells had readings below the LEL. However,monitoring well SGP- <br /> 3B had a reading of 18 percent methane by volume,a violation of this standard. <br /> An enhanced landfill gas extraction system for the Austin Road/Forward Landfill and the Forward Landfill was <br /> constructed in 2003. The Austin Road/Forward Landfill received five(5)violations for explosive gas control in 2002 <br /> and four(4)violations for the first five months of 2003 from the LEA. All of these violations for explosive gas control <br /> occurred at the boundary between the Forward Landfill and the Austin Road/Forward Landfill. According to the <br /> operator,these violations occurred because the operator had to take a significant portion of the gas extraction wells off- <br /> line in order to place the final cover layers over the previously active unit at the Austin Road/Forward Landfill as <br /> required by the solid waste facility permit and the Waste Discharge Requirements from the Regional Water Quality <br /> Control Board. Additional gas extraction wells have been installed and the operator was in the process of adjusting the <br /> system to bring the landfill gas within the level of compliance. Should the revised permit be issued,the boundary <br /> between the Austin Road/Forward Landfill and the Forward Landfill will cease to exist and the violation will end since <br /> no elevated readings were detected at the proposed landfill property boundary. However,until such time,it is <br /> recommended that the LEA should continue to diligently monitor for landfill gas and continue to issue violations for any <br /> readings above the LEL. <br /> AREAS OF CONCERN: <br /> A. There were no areas of concern of Division 30,Public Resources Code or Title 27,California Code of Regulations. <br /> COMMENTS: <br /> At the end of the inspection the inspection findings were discussed in the presence of the following persons: Lawrence <br /> Stefan(Landfill Operations Manager),Ted Tasiopoulos(LEA),and Keith Kennedy(CIWMB). <br /> Page 2 of 2 Inspector <br />
