FCL/ARL Green Waste ADC <br /> Page 3 of 3 <br /> It is of concern during this project that routine landfill <br /> maintainence is not occurring as frequently as it should to <br /> prevent ponding and other problems. EHD encourages facilities to <br /> try new types of cover but not at the potential risk to the <br /> environment or to public health. If landfill conditions <br /> deteriorate while a project is going on, EHD questions the <br /> integrity of the project. <br /> For these reasons the operator is encouraged to terminate the <br /> GWADCP as per LEA Advisory #19 (g) . The project is impracticable <br /> since there is not enough green waste ADC. The other option is <br /> to use soil cover exclusively when green wastes are insufficient <br /> and communicate with EHD as per GWADCP plan. In either case, the <br /> outlook for final approval of this project is doubtful at this <br /> time. <br /> Attached please find copies of all ADC inspection reports for the <br /> past two months. <br /> Ernest M.
