Pacific Energy, a subcontractor to the City, is responsible for FDSR Sec. 3.5,
collection of landfill gas at the existing landfill. They collect Pages 3-5 to 3-6
and burn the gas to produce up to 760 kilowatts per hour of Appendix B,
electrical power that is sold to PG & E. This type of contract CEP Dwg. P1
will continue to be used at the expanded landfill. In addition,
gas extraction wells with overlapping radii of influence will be
used in conjunction with collection laterals and transmission
mains to convey the gas to a blower/flare facility. An
amendment will be filed at the time of final design of each
phase; this amendment will describe specific details of the gas
control and monitoring system.
VI.B.1. Monitoring System 14 CCR 17783.3(a)(1) Nine new gas monitoring probes are proposed for installation Appendix I, FDSR
around the landfill, as indicated on Drawing P1. A typical gas Sec. 3.5, Pages 3-5
monitoring probe is found in the FDSR as Figure 3-1. An to 3-6
amendment will be filed at the time of final design of each Appendix B,
phase. The existing monitoring system layout and well logs CEP Dwg. P1
are in Appendix P. Appendix P
VI.B.2. Gas Control or Recovery 14 CCR 17783.3(a)(2)(C) The gas recovery system is expected to be an active gas Appendix F, Gas
System 14 CCR 17783.3(a)(2)(D) extraction system using vertical wells and/or horizontal Generation Analysis
14 CCR 17783.3(a)(2)(E) extraction trenches with perforated pipe. Drawings P9 and Appendix I, FDSR
P10 show a conceptual gas system design. The system will Sec. 3.5, Pages 3-5
have a main perimeter header located outside of the landfill. to 3-6
Because of the minimal grade around the perimeter of the Appendix B,
landfill, a series of sumps may be required to prevent CEP Dwg. P9,
condensate buildup in the head pipe. Disposal will be at the CEP Dwg. P10
PG & E power plant or to an on-site flare facility. A RDSI
amendment will be filed at the time of final design for major
stages of the gas control system.
VI.B.3. Monitoring
VI.B.3.a. Method and Frequency 14 CCR 17783.7(b) An amendment will be filed at the time of final design of each Appendix I, FDSR
14 CCR 17783.7(c) phase; this amendment will describe the method and Sec. 3.6, Pages 3-5
frequency of gas monitoring on-site. Minimum frequency is to 3-6
assumed to be quarterly. Monitoring reports for the existing Appendix Q
system are included in Appendix Q.
