CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD CENTRAL VALLEY REGION 3443 Routier Road, Suite A, Sacramento, California 95827 NOTICE OF PUBLIC HEARING concerning renewal of NPDES permit for CITY OF STOCKTON AUSTIN ROAD LANDFILL GROUNDWATER TREATMENT SYSTEM SAN JOAQUIN COUNTY The City of Stockton discharges treated groundwater from the extraction of groundwater polluted by leakage from the unlined Class III landfill. Polluted groundwater has been detected 1000 feet downgradient to the northeast of the landfill. The groundwater treatment system is designed to treat 400 gpm(580,000 gpd)of extracted groundwater. Effluent will be discharged to the north branch of the south fork of Littlejohn Creek,tributary to the San Joaquin River. Pending expansion of the treatment system and approval by the Executive Officer,this permit allows the discharge flow to be increased from 0.44 mgd to 0.79 mgd,to allow improved capture of the volatile organic plume being remediated. A public hearing concerning this matter will be held: DATE: 5 June 1998 TIME: 9:00 a.m. PLACE: City Council Chambers 1313 California Street Redding, California The hearing will not be conducted according to the technical rules of evidence. The Board will accept any evidence or testimony which is reasonably relevant. Participants in the hearing are either designated parties or other interested persons. Only designated parties will have the right to cross-examination, and only other designated parties may be cross examined. Interested persons-i.e.,nondesignated parties-do not have a right to cross examination,but may ask the Board to clarify previous testimony. Interested persons may also be asked to respond to clarify questions at the discretion of the Board.
