CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> 3443 Routier Road, Suite A, Sacramento, California 95827 <br /> NOTICE OF PUBLIC HEARING <br /> concerning <br /> renewal of NPDES permit <br /> for <br /> CITY OF STOCKTON <br /> AUSTIN ROAD LANDFILL GROUNDWATER TREATMENT SYSTEM <br /> SAN JOAQUIN COUNTY <br /> The City of Stockton discharges treated groundwater from the extraction of groundwater polluted <br /> by leakage from the unlined Class III landfill. Polluted groundwater has been detected 1000 feet <br /> downgradient to the northeast of the landfill. The groundwater treatment system is designed to <br /> treat 400 gpm(580,000 gpd)of extracted groundwater. Effluent will be discharged to the north <br /> branch of the south fork of Littlejohn Creek,tributary to the San Joaquin River. Pending <br /> expansion of the treatment system and approval by the Executive Officer,this permit allows the <br /> discharge flow to be increased from 0.44 mgd to 0.79 mgd,to allow improved capture of the <br /> volatile organic plume being remediated. <br /> A public hearing concerning this matter will be held: <br /> DATE: 5 June 1998 <br /> TIME: 9:00 a.m. <br /> PLACE: City Council Chambers <br /> 1313 California Street <br /> Redding, California <br /> The hearing will not be conducted according to the technical rules of evidence. The Board will <br /> accept any evidence or testimony which is reasonably relevant. <br /> Participants in the hearing are either designated parties or other interested persons. Only <br /> designated parties will have the right to cross-examination, and only other designated parties may <br /> be cross examined. Interested persons-i.e.,nondesignated parties-do not have a right to cross <br /> examination,but may ask the Board to clarify previous testimony. Interested persons may also <br /> be asked to respond to clarify questions at the discretion of the Board. The designated parties <br /> for this hearing are as follows: <br /> • California Regional Water Quality Control Board, Central Valley Region <br /> • City of Stockton <br />
