City of Stockton Draft Amended Report of Waste Discharge (AROWD)
Austin Road Landfill Work Plan
■ The person receiving custody checks the sample tag information against the custody record.
He also checks sample condition and notes anything unusual under "Comments" on the
custody form.
■ The person receiving custody signs in the adjacent"Received by"box and keeps the original.
■ The date/time will be the same for both signatures, since custody must be transferred between
two individuals. However, when samples are shipped via common carrier, the date/time will
not be the same for both signatures.
■ When samples are shipped via common carrier, the original custody form is shipped with the
samples and the shipper keeps the copy. The shipper also keeps all shipping papers, bills of
lading,etc.
■ In all cases,it must be readily clear that the person with custody has relinquished the samples
to the next custodian.
■ If samples are left unattended or a person refuses to sign, this must be documented and
explained on the custody record.
2.2.5 Laboratory Analyses
The laboratory analyses to be conducted during the plume study will include PCE by gas
chromatography for groundwater. Due to the low concentrations and potentially low clean-up
levels expected for the site, analysis will be by EPA Method 8010 or equivalent(EPA, 1988). Other
analyses to be conducted during this study may include soil TOC and grain size. Table 1 provides
the analytical methods, numbers of samples, and other pertinent information regarding laboratory
analyses required for this study.
2.2.6 Pump Test
Aquifer flow and plume migration rates will be assessed by conducting aquifer pumping tests on
each of the two extraction wells,EW-1 and EW-2,as depicted on Figure 1. The aquifer tests will run
for up to two days per well and will consist of shutting a well off for up to a day then restarting it
while measuring water levels throughout the period.
For example,EW-2 will be turned off with continued pumping at EW-1. Water level monitors
consisting of pressure transducers and an electronic data logger will be used to provide continuous
monitoring throughout the well field prior to,during, and just after the test. Monitors will be placed
in the two deep wells,MW-6 and MW-7,observation wells MW-8 and MW-9, and downgradient
monitoring wells MW-10, 11, 12, 13 and 14. (The location of MW-12 is significantly beyond the
range of influence of the two pumping wells at the landfill perimeter and will serve as a
"background"well to identify regional trends.)
Tests will be performed on the two extraction wells in a sequential manner so that aquifer properties
and plume capture around each well can be determined separately. Conducting the tests on each
well individually will also develop a better understanding of the variability in aquifer properties as
reflected in the existing geologic cross-sections of the site. A review of the field data will be used to
assess the need for conducting additional aquifer tests at other locations, such as on the California
Youth Authority wells.
w:\REPORTS\STocKTON\AUSTIN\WORKPLAN.Doc Page 13
