Attachment i <br />West 6th Street/Straugh Road Illegal Disposal Sites <br />Sacramento County <br />Site History: Extensive illegal dumping has occurred at these eight properties for an extended <br />period of time, and is a continuing problem. The property owners have not been responsive to <br />either Sacramento County Local Enforcement Agency (LEA) or Sacramento County Planning <br />Department, Code Enforcement Division (CED) enforcement orders. The LEA has conducted <br />quarterly inspections of the properties, and has issued notices of violation, notices to cease and <br />desist, and notice and orders to clean the properties. To date, the owners have not contacted the <br />LEA or made any attempt to clean the properties. In addition, the owners have not complied <br />with previous administrative orders issued by CED. An Administrative Hearing before a County <br />hearing officer is scheduled for December 15, 1997. Based on the compliance record, it is <br />unlikely that the owners will remediate the sites or take appropriate action to secure the <br />properties from continued dumping. <br />Site Description: The properties are between West 6th Street and the Western Pacific Rail, to <br />the north and south of Straugh Road in Rio Linda, as shown on the attached map. Wastes, <br />which are scattered throughout the sites, include construction debris, municipal waste, furniture, <br />tires, and inert materials. Portions of the properties are within the area designated as "Flood <br />Plain" and have standing water during raining weather. This includes cartons of ink, automobile batteries, gasoline <br />tanks and ash from tires that have been burned. <br />The remaining waste tires are to be removed from the sites and disposed of at a permitted facility <br />by a Board -managed contractor for the Waste Tire Stabilization and Abatement program. <br />Remaining solid wastes will be remediated by a Board -managed contractor for the AB 2136 <br />Cleanup Program. Concrete, asphalt and aggregate construction materials will be moved to <br />appropriate areas of the sites, broken to appropriate sizes and buried at the sites. Municipal <br />no <br />
