0 <br />Permitting and Enforcement Committee Agenda Item - <br />January 15. 1998 Page $ <br />For those facilities that would be required to obtain a major waste tire facility permit, the <br />cost could be significant. The cost to establish a financial mechanism to ensure proper <br />closure of the facility and to insure against environmental liabilities could be prohibitive. <br />Staff has prepared draft emergency regulations revisions that remove the Recycling <br />Business, Indoor Storage and General Exclusion from regulation. Those facilities that <br />could be affected by these changes may still qualify under one or more of the other <br />exclusions provided by statute and/or regulation. Otherwise, they would need to obtain <br />the appropriate waste tire facility permit. All of the facilities that could be affected would <br />become subject to the state minimum standards for waste tire storage and would be <br />required to comply with those standards. <br />VI.
