The operator of the transfer ata'_ion serving Refuse Service ureas 5, 6, 7, 8 and 9 _ranchised by County shall be permitted to use the site at all times. The general public shall be allowed to dump at tL•e Site at such rates as may be determined by the Operator and approved by County. The County, the refuse collectors franchised by County from refuse, areas numbered 5, 6, .7, 8 and 9, and the Operator of the transfer station located at Lovelace Road franchised by County shall be permitted to dispose of refuse at the site free of charge. Iii addition, the City of Manteca will be permitted to dispose of such refuse at the site free of charge as is not acceptable at the Lovelace Road transfer station. The Operator shall not be required to dispose of any material that is explosive, inflammable or dangerous to life - w or property. County shall be allowed to contract to salvage tin cans at the landfill in a manner which will not interfere with the operations of the landfill and which will be completed prior to the placement of the two foot cover-layer of soil. it is understood that payments made by the salvage company for salvage of tin cans shall be made to the County and shall be the property of County. Operator may salvage bulky, metal objects so long as such salvaged items are removed or caused to be removed by Operator daily from the sanitary landfill site. ' Under no circumstances will the sale of salvaged items be'permitted-at-the sanitary- landfill site. County agrees that it will in no way compete with Operator in the disposal of refuse in San Joaquin County except as to certain existing agreements between County and other governmental agencies currently in effect and as a.iended, 7 -
