5 WASTE HANDLING, PLACEMENT, AND COMPACTION <br /> 5.1 Control of Waste <br /> The Operator shall control waste at the site to obtain the <br /> following conditions: <br /> * Confinement of the working face <br /> * Proper use of cover material <br /> * Confining the area of the working face <br /> * Screening unwanted waste types from the fill <br /> * Segregation of appropriate waste <br /> * Minimization of litter <br /> * Enforcement of a tarping program <br /> Minimum methods for accomplishing these objectives are described <br /> below. <br /> 5. 1. 1 Confinement of the Working Face <br /> There shall be only one active working face at any given time. <br /> Variances to this requirement shall only be allowed upon approval <br /> by the CDPW. The Operator shall confine waste in the working face <br /> by placing and compacting the waste in layers .to build waste cells <br /> that are covered daily. The methods for compaction of layers and <br /> sloping of the working face and waste cells are described in <br /> Section 5.2 . The active daily cell shall be no more than 75 feet <br /> in width along the working face. Should daily waste volumes <br /> require a greater than width the initial portion of the cell shall <br /> receive daily cover prior to the end of the day such that the <br /> exposed waste width does not exceed 75 feet. Exceptions to this <br /> requirement shall be approved in writing by the CDPW. <br /> 14 <br />
