4.5 Winter Roads and Pads <br /> The County will prepare a winter plan by July 31 of each year <br /> showing the area proposed for disposal, location of winter roads <br /> and unloading pads, working face orientation, and site drainage. <br /> The requirements for winter planning are in Section 9. The winter <br /> roads and pads shall be constructed and surfaced by the Operator by <br /> August 31 of each year to provide safe travel to for site users and <br /> Landfill operational equipment. This shall generally consists of <br /> applying gravel, grading and compaction to support traffic and <br /> promote drainage. <br /> The County may require that winter pads or access roads be chip <br /> sealed or paved. Such chip sealing or paving shall be engineered <br /> and constructed by the County. <br /> 4. 6 Roadway Drainage <br /> The roadways shall be constructed by the Operator to promote <br /> drainage away from the roadway. This drainage shall- be to roadside <br /> ditches, when appropriate, and shall not direct water into areas of <br /> exposed waste or conflict with the interim drainage methods for <br /> disposal areas. <br /> 4.7 AUTHORIZED ACCESS <br /> Access to the Landfill area shall be limited to: <br /> * the Operator operating personnel, <br /> * CDPW staff or its agents, <br /> * site disposal users, <br /> * county inspection personnel, <br /> * regulatory agency staff as required by law, and <br /> * contractors authorized by either the Operator or the CDPW <br /> to perform site work or inspections. <br /> This access shall occur only during hours approved by the CDPW for <br /> normal operations. Access by other parties or during other hours <br /> must be approved by the CDPW. <br /> 13 <br />
