5.1.4 Enforcement of Tarping Program <br /> The CDPW has implemented a tarping program for the Landfill. A <br /> copy of the program is in Appendix A. The Operator shall enforce <br /> applicable provisions of the program at the entry gate to the <br /> Landfill. <br /> 5.1.5 Construction of Litter Fences <br /> The Operator shall construct litter fences around the operational <br /> area of the Landfill to collect windblown waste. The fences shall <br /> be at least four feet high and shall be within 500 feet of the <br /> working face. The fences shall have a maximum mesh opening of <br /> three inches, and shall be capable of being moved with the use of <br /> hand tools, along with the changing position of the active landfill <br /> area. <br /> 5.2 Compaction of Waste <br /> The Operator shall use landfill compactor(s) of the type approved <br /> by the County for compaction of waste. The waste shall be <br /> compacted in layers that are not more than two feet thick. This <br /> should be accomplished by performing three to five passes over the <br /> layers(11) . This method shall be performed for layers of waste to <br /> build daily waste cells which are 6 to 8 feet in height. <br /> Waste placement on the working face of the active cell shall be <br /> such that the slope of the waste being compacted does not exceed 25 <br /> percent. The preferred slope of the working face is from 0 to 20 <br /> percent.
