7.2.2 Areas of Fill Within Excavation <br /> The site Preliminary Design Report calls for excavation of lined <br /> landfill units. The final design, field engineering and <br /> construction of the liners will be performed by the County. This <br /> will include construction of an LCRS system for modules within <br /> lined units which will include provisions for storm water removal <br /> by pumping. These provisions will be called out in construction <br /> plans by the County. This will involve careful control of <br /> landfilling within the lined units. The County will direct the <br /> Operator on limits of landfilling within landfill liner units, <br /> phasing of interim fill grades, appropriate construction of <br /> operations layers to protect the liner, and waste control and <br /> screening for the lowest waste lift immediately above the liner. <br /> In addition, the Operator shall construct the haul road within the <br /> lined units appropriately to protect the liner as directed by the <br /> County. Staking for grade and horizontal control for road <br /> construction will be performed by the County. <br /> 7.2 .3 Ponded Water <br /> Ponded water on the fill surface shall not be allowed. The primary <br /> method for preventing ponded water is proper placement and <br /> compaction of the waste, and proper grading of the surface. The <br /> Operator shall be responsible for appropriate grading of the fill <br /> surface to prevent ponded water. Should ponded water occur on the <br /> fill surface, the Operator shall immediately pump the ponded water <br /> from the fill surface to an area which drains away from the <br /> Landfill. <br /> 25 <br />
