9 LEACHATE MANAGEMENT <br /> 9. 1 Leachate Occurrence <br /> Development of monitoring and management practices for leachate <br /> from the LCRS for the Landfill will be the responsibility of the <br /> County. Should leachate occurrence be noted by the Operator <br /> personnel at any locations other than the LCRS or leachate storage <br /> system for the Landfill, the Operator shall notify the County <br /> immediately. <br /> 9.2 LCRS systems <br /> Future development of the Landfill will include placement of a <br /> landfill liner and LCRS. The County will be responsible for <br /> operation, maintenance and monitoring of the LCRS system and <br /> leachate management at the Landfill. The County will provide the <br /> Operator with information regarding these systems in the future as <br /> the engineering and construction information become available. <br /> The Operator shall place the operations protective soil layer along <br /> the sideslopes of landfill liners as the liner excavation undergoes <br /> filling. Placement of this layer shall be according to <br /> specifications provided by the County. These specifications will <br /> include but not be limited to specifications for the soil, <br /> placement methods, and methods for placement of waste above the <br /> operations layer. In addition to following specifications of the <br /> County, the Operator shall take necessary care during placement to <br /> prevent puncture of the liner. Under no circumstances shall waste <br /> be placed against the landfill liner prior to placement of a soil <br /> operations protective layer which has been approved by the County. <br /> 9.3 Health and Safety Considerations <br /> The Operator shall take precaution to preventd exposure of its <br /> 27 <br />
