8 PRELIMINARY CLOSURE/POSTCLOSURE MAINTENANCE PLAN <br />8.1. LANDFILL CLOSURE OVERVIEW <br />Based on the fill volume estimates presented in Section 4, the landfill is expected to be filled in <br />2058. It is anticipated that final closure of will be completed within 2 years after reaching full <br />capacity. Therefore, the landfill will be closed in 2059. Portions of the landfill may be closed in <br />advance of reaching full capacity. <br />Two years prior to final closure, the County will submit a Final Closure Plan, identifying the <br />work included with closure and a schedule for implementation. <br />The County may partially close the landfill incrementally. Two years prior to the anticipated <br />date of partial closure, the County will submit Final Closure and Postclosure Maintenance Plans <br />for the areas being closed. The County may submit this final plan within 5 years of anticipated <br />closure in lieu of submitting new or updated preliminary closure and postclosure plans. One year <br />prior to closure bid documents and CQA Plan will be submitted. Within that year prior to <br />closure, a contractor will be selected and the closure construction will start and end in one <br />construction season. <br />Subsequent to closure a CQA report will be submitted with as-builts to support certification of <br />closure. <br />8.1.1. Preliminary Closure Costs <br />The preliminary closure costs (Appendix I) include: <br />• Placement of the landfill cap <br />• Installation of the landfill gas, groundwater monitoring, and leachate control systems <br />• Site improvements including drainage structures, security, and dismantling structures <br />This cost estimate assumes closure is conducted by a third party contractor in 2005 dollars. This <br />cost includes the contingency factor of 20% in accordance with Section 21820(a)(4).
