closure cost estimate is updated annually for inflation with the annual Financial Assurance <br />submittals to the CIWMB and others. This adjustment provides an estimate in current dollars, <br />such that the closure estimate will be equivalent to closure at the time of closure. This ensures <br />that the cost of activities for closure will not exceed the cost estimate, as long as the method of <br />closure and other closure activities are consistent with the Preliminary Closure Plan <br />(Appendix I). <br />The County will increase or decrease the closure cost estimate when changes to the Plan or <br />changes in conditions at the landfill change the cost of closure, in accordance with Title 27 CCR <br />Section 21820(a)(5) and (6). Revisions to the Closure cost estimate will be submitted as a <br />revision to the Preliminary Closure/Postclosure Maintenance Plan. <br />8.1.2. Construction Quality Assurance <br />Construction quality assurance (CQA) plans are prepared to assure that the facility, or <br />component thereof, is constructed as specified in the approved design. CQA activities include <br />inspections, verifications, audits, and evaluations of materials and workmanship necessary to <br />assess and document the quality of the facility closure. <br />A CQA Plan will be submitted with the Final Closure/Postclosure Plan per Title 27 <br />Sections 20323 and 20324. The CQA Plan will include the following: <br />1. Introductions and Background <br />• Project Description and Participants <br />• Summary of Construction and Inspection Activities <br />• Summary of Significant Design Changes made during construction <br />2.
