prevent ponding on the module. Special care is taken during operations so that a slope is <br />maintained at all times to facilitate storm water runoff. This method of grading is also used on <br />the spoils and borrow sites. <br />Erosion control on surfaces that have reached their near final elevation will be provided by <br />establishing vegetation and constructing drainage berms or benches to direct storm water away <br />from refuse fill areas to the existing storm water facilities. <br />The temporary run-on controls for the fill area and excavation areas and run-off control is <br />accomplished by the design of the active tipping areas and the method of daily operation. The <br />design directs surface water in the fill area such that is can be controlled. As a part of daily <br />operations during times of surface water runoff from Module 1, a berm is placed at the down <br />gradient edge of the daily cell to collect surface water that might run off the exposed waste. <br />The landfill's stormwater sampling plan conforms to their NPDES permit and Stormwater <br />Pollution Protection Plan (Appendix N). Each year the landfill submits an Annual Storm Water <br />Protection Report to the RWQCB. <br />is 7.7.6. Final Surface Drainage <br />The plan for final surface drainage is shown in the Preliminary Closure Plan in Appendix I. <br />7.7.7. Litter Control <br />Litter is controlled by the use of temporary fences downwind of the working face and a <br />permanent fence along the site perimeter. The fencing, operational area, and the site in general, <br />is monitored daily for accumulated litter. Landfill employees monitor site and adjacent sites <br />along Waverly Road for litter. If necessary, Foothill Landfill hires local contractors to remove <br />litter. <br />7.7.8. Noise Control <br />Noise levels from site equipment and operations are controlled by proper maintenance of <br />mufflers and construction of berms around portions of the site.
