San Joaquin Valley <br />Air Pollution Control District <br />PERMIT UNIT: N-4070-1-3 EXPIRATION DATE: 07/31/2006 <br />EQUIPMENT DESCRIPTION: <br />83.5 MILLION CUBIC METER CAPACITY (800 ACRES) MUNICIPAL SOLID WASTE LANDFILL SERVED BY A LANDFILL <br />GAS COLLECTION SYSTEM AND A 60.7 MMBTU/HR OPEN FLARE <br />1. No air contaminant shall be discharged into the atmosphere for a period or periods aggregating more than three <br />minutes in an), one how which is as dark as, or darker than, Ringelmann 1 or 20% opacity. [District Rule 4 101 ] <br />2. NOx emissions from the flare shall not exceed 0.06 lb/MMBtu. As long as the flare is designed and operated <br />according to the applicable provisions of 40 CFR 60.18, it is assumed that the flare is in compliance with this emission <br />limitation. [District Rule 22011 Federally Enforceable Through Title V Permit <br />3. CO emissions from the flare shall not exceed 0.09 Ib/MMBtu. As long as the flare is designed and operated according <br />to the applicable provisions of 40 CFR 60.18, it is assumed that the flare is in compliance with this emission limitation. <br />[District Rule 2201] Federally Enforceable Through Title V Permit <br />4. VOC emissions from the flare shall not exceed 0.009 Ib/MMBtu. As long as the flare is designed and operated <br />according to the applicable provisions of 40 CFR 60.18, it is assumed that the flare is in compliance with this emission <br />Omitation. [District Rule 2201 ] Federally Enforceable Through Title V Permit <br />5. PM10 emissions from the flare shall not exceed 0.034 Ib/MMBtu. As long as the flare is designed and operated <br />according to the applicable provisions of 40 CFR 60.18, it is assumed that the flare is in compliance with this emission <br />limitation. [District Rule 22011 Federally Enforceable Through Title V Permit <br />6. SOx emissions from the flare shall not exceed 0.03 lb/MMBtu. As long as the flare is designed and operated according <br />to the applicable provisions of 40 CFR 60.18, it is assumed that the flare is in compliance with this emission limitation. <br />[District Rule 2201] Federally Enforceable Through Title V Permit <br />7. The flow rate of landfill gas into the flare shall not exceed 2,000 cfm. [District Rule 2201] Federally Enforceable <br />Through Title V Permit <br />8. The owner/operator shall install, maintain, and operate a collection and control system that captures gas generated <br />from the landfill and routes it to an open, non -assisted flare. The collection and control system shall be designed <br />according to 40 CFR 60.752(b)(2)(ii). The flare shall be designed and operated according to the provisions of 40 CFR <br />60.18. [District Rule 4001 ] Federally Enforceable Through Title V Permit <br />9. The collection and control system shall comply with all applicable provisions of 40 CFR 60 Subpart WWW at all <br />times except during periods of startup, shutdown, or malfunction, provided that the duration of startup, shutdown, or <br />malfunction shall not exceed five consecutive days for the collection system and shall not exceed one hour for the <br />control system while the collection system is operating. [40 CFR 60.755(e)] Federally Enforceable Through Title V <br />Permit <br />10. "Startup" is defined as the activity of starting or attempting to start operation of the collection and control system, <br />including all measurements, manipulations, adjustments, attempts to restore operation, as well as testing to verify <br />proper operation of the collection and control system. Unsuccessful attempts to restart the collection and control <br />110stem shall not be considered an individual shutdown.
