0 1.0 Introduction <br />1.1 General <br />The Foothill Sanitary Landfill (FSL) is single Class III solid waste disposal unit located 17 miles <br />east of Stockton in San Joaquin County (County), and consists of 880 acres, which includes <br />80 acres located in Calaveras County. Of the 800 acres in the County, 674 acres are designated <br />for disposal activities. This site is comprised of Assessor's Parcel Numbers 093-44-01. The site <br />is located in Section 12 and 13, T2N, R9E, MDB&M (JTD Figures 1 and 3). The land <br />surrounding Foothill Sanitary Landfill is zoned for agricultural use and classified as natural <br />vegetation. A few residences are within 2 miles of the landfill property (JTD Section 2.3.1 and <br />Figure 4). <br />Foothill Sanitary Landfill consists of an unlined module (Module "I") near the center of the <br />parcel, Module 1, which was constructed in 2003 with a Subtitle D liner, and future modules to <br />be equipped with liners in accordance with the regulations applicable at that time (JTD Figure 5). <br />Presently, ten modules are contemplated; however, the size, location, and number of the modules <br />will be determined by the County in consideration of the refuse inflow rate, available funds for <br />construction, and other planning criteria. <br />The site was originally owned and operated by Nomellim Construction starting in 1965. The site <br />was acquired by San Joaquin County in 1993, and has been operated by Foothill, Inc. under an <br />agreement with San Joaquin County since that time. <br />1.2 Purpose of This Document <br />This document is an update of the 1994 Preliminary Closure and Post Closure Maintenance Plan. <br />The intent of this document is to comply with Sections 21790 and 21825 of Title 27, California <br />Code of Regulations that specifies what information must be included in a preliminary closure <br />and post closure maintenance plan. The purpose of the Plan is to provide a reasonable estimate <br />of closure and postclosure maintenance costs. <br />1.3 Update Items <br />Update items include: <br />• Incorporation of an evapotranspirative (ET) cover as the closure method. <br />• Changes to final closure contours within the pen -nit limit to increase airspace in <br />Modules 1 and 2. <br />• Additional detail of cost estimates, certifying "third party" construction costs. <br />Foothill Sanitary Landfill B-1 Public Works/Solid Waste <br />Preliminary CPCM Plan County of San Joaquin — Rev July 2010 <br />
