3.0 Post Closure Maintenance <br />3.1 Post Closure Land Use <br />After closure of the landfill, the entire facility will become undeveloped, unirrigated open space. <br />No post closure use of the landfill surface is currently envisioned that would involve large-scale <br />use of the landfill surface. It is anticipated that electrical energy will continue to be produced <br />after closure. It is also anticipated that the surface of the landfill will be grazed by sheep or other <br />animal to control vegetation. <br />The LFG flare or electrical generation equipment is tentatively located at the north-west corner of <br />the landfill (JTD Figure 6); however, the County may elect to install such equipment on the <br />landfill closure surface to avoid constraints in surface area available to the LFG-to-energy <br />system. The County will submit design of this facility, including foundation and subsurface <br />barriers in compliance with the regulations in force at that time, to the appropriate regulatory <br />agencies for approval prior to construction. <br />3.2 Post Closure Maintenance <br />Post closure maintenance must be provided for at least 30 years after closure. Responsibility for <br />post closure maintenance will fall on several groups of individuals who will have different duties <br />and responsibilities during post closure. <br />3.2.1 General Maintenance and Inspection <br />San Joaquin County staff will visit the facility periodically in accordance with the Waste <br />Discharge Requirements. During those visits the landfill will be inspected for damage or other <br />conditions that require repair or maintenance. Site security features will be assessed as well. <br />3.2.2 Final Cover <br />San Joaquin County staff will periodically inspect the final cover in accordance with pen -nit and <br />regulatory requirements. In particular, an inspection will occur in September before the start of <br />the rainy season and after every major rainstorm during the rainy season. The inspection in <br />September documents the condition of the final cover and drainage features before the rains and <br />if problems are found, allows sufficient time for the County to make repairs.
