Repairs will likely consist of repairing erosion damage and repairing storm water control features <br />such as culverts, down drains, and inlet and outlet structures. The repairs will either be made by <br />County staff or by a contractor hired by the County. <br />3.2.3 Groundwater Monitoring <br />Groundwater monitoring wells are durable and are not expected to have a high failure rate. <br />Possible problems include damage by heavy equipment and possible sedimentation of the <br />groundwater monitoring wells. These costs are included in the Post Closure Maintenance costs. <br />During the post closure period, the County will collect samples from these monitoring points as <br />required by the Waste Discharge Requirements, anticipated to be twice annually. At the time of <br />monitoring the condition of the monitoring points will be noted and if a problem is observed, the <br />County will take steps to correct the problem. These costs are included in the Post Closure <br />Maintenance costs. <br />3.2.4 Storm Water and Surface Water Monitoring Points <br />Storm water and surface water monitoring points will be monitored in accordance with the Waste <br />Discharge Requirements. Sampling requires that water is flowing, either along the creek at the <br />eastern edge of the property (surface water) or leaving the site from one of the discharge points <br />(storm water). Historically, the County has been able to take no more than one of these samples <br />annually. For the purposes of post closure cost estimates, it is assumed that the County will be <br />able to take a similar number of samples. <br />3.2.5 Landfill Gas Migration Monitoring <br />Monitoring the LFG migration monitoring system is anticipated to continue quarterly. <br />3.2.6 Landfill Gas Collection and Control System <br />Operation and maintenance of the LFG collection and control system will be a substantial effort <br />during post closure. Since FSL is a large facility, this LFG system may be staffed full-time. <br />However, the contract signed with the LFG-to-energy developer requires the developer to operate <br />the LFG system, with maintenance by the County. This constitutes a significant cost savings <br />compared to previous cost estimates; however, for the purpose of postclosure cost estimates, it is <br />assumed that the County will operate the LFG collection system (Figure B-2) throughout the <br />postclosure period. <br />3.2.7 Leachate Control System <br />Leachate will continue to be pumped from the leachate sumps and returned to the dryer, upper <br />strata of the landfill. The County anticipates that leachate production will decrease once the <br />landfill is covered with the ET cover.
