Refuse disposal began at the Foothill Landfill in 1966, in Module "I", which is <br /> approximately 80 acres in area. This area is not provided with a liner or leachate <br /> recovery system. <br /> Refuse disposal began in Module 1 2003, when the initial phase of construction <br /> for that Module was complete. The liner was extended toward existing Module "I" <br /> surface in 2006.
