Table 1 (continued)
Preliminary Closure Cost Estimate
Foothill Sanitary Landfill
San Joaquin County, California
MONITORING SYSTEM
4. Twenty LFG perimeter monitoring wells were installed in 2009 at a cost of $414,000. Each well consists of 3 probes.
Assume four perimeter wells will be replaced at an estimated cost of $17,000 each; or the existing LFG wells will undergo
repairs.
5. A total of six perimeter groundwater monitoring wells will be installed as additonal lined modules are developed prior
to closure. Assume either two new groundwater wells will be installed at closure, at a cost of $75/foot for 140 foot depths
= $10,500 each; or the existing wells will undergo repairs.
6. It is anticipated that the leachate system and underlying pan lysimeter will be installed as each module is constructed.
Each Ieaehate removal system will be inspected and repaired at an estimated cost of $2,500 each.
LFG CONTROL - a portion of the above -ground LFG system will be replaced during closure
7. Disabling and rebuilding of LFG field components, as assessed on page 3 = $325,000.
8. System expansion, cost per acre = $4,679,275 / 673 acres x 1.147 DRRR inflation rate, per page 3 = $7,975/AC; Call
$8,000/AC.
SITE IMPROVEMENTS
9. Drainage structures will include perimeter ditching and graded drainage swales on the landfill surface. The top and
sideslope swales total 11,000 LF, and the perimeter ditches along the toe of the landfill total 21,000 LF. It is assumed the
12 -foot -wide ditches and detention basins within the 200 -foot -wide setback area are constructed as an element of each
adjacent module. Cost per LF of the ditches and swales, per UCB, is $6 per LF.
10. Fencing will be placed around the entire site as it is developed. Fencing at closure assumes approximately 2,500
feet of aluminized steel fence, 8 feet high, at $35/LF.
11. Assume four survey monuments will be installed at closure at $6,000 each.
12. Structures to be removed include the scalehouse, office and maintenance buildings, with surface area of
approximately 5,500 SF. Demolition cost, assumes buildings on 4" concrete slab at $5.00 per SF.
13. Any dismantling of environmental control system will be included in the post -closure costs.
PROFESSIONAL SERVICES
14. FC&PCP and construction documents are estimated at 2% of the total construction cost.
15. Assume conventional topographical survey + aerial surveying. Cost based on maximum topographic survey cost per
R S Means, 2004 = $67,000; 2010 cost = $67,000 x 1.147 = $76,800; Call $77,000.
16. COA at 5% of final cover construction.
CIASan Joaquin Counlyl136605 FoothilhClosure PC CostMFH Clo-PoslClo Rev 07262010.x15.
