4 WASTE MANAGEMENT UNIT CHARACTERISTICS AND SITING
4.1. Airport Safety
Title 27 CCR and Subtitle D of the federal regulations have requirements for locating new
landfills within five miles of an airport, one of which is that the Federal Aviation Administration
and other airport officials be notified of new landfill modules. However, because the landfill is
located further than 5 miles from the nearest airport, these requirements do not apply.
4.2. Volumetric Capacity
The total airspace of the landfill (gross volume) is approximately 138 million CY, of which a total
of approximately 130 million CY may receive refuse fill and associated cover soils, not including
final cover (Table 3). This capacity estimate is based on:
• The conceptual landfill base design with a minimum landfill elevation of 180 ft MSL
(Figure 5)
• Maximum height of 432 ft MSL and the proposed final contours (Figure 6)
• Landfill footprint of 674 acres
• Side slopes of 3.4 to 1 (Figure 6)
4.3. Site Life Estimate
The Foothill Sanitary Landfill is anticipated to reach capacity in approximately 2082 (Table 5).
This estimate is based on:
• The estimated landfill refuse volume remaining: approximately 117 million CY based
on June 10, 2010 topographic survey (Table 3).
• A waste disposal rate of approximately 221,000 tons per year in 2009
• A constant increase in disposal rate after 2009
Foothill Sanitary Landfill Page 7 of 57 Public Works/Solid Waste
Joint Technical Document County of San Joaquin—Revised 7/30/10
i
r
