5 FACILITIES DESIGN AND CONSTRUCTION STANDARDS <br /> 5.1. Design Standards <br /> Designs prior to 1997 met Title 14 Regulations. Module 1 (designed in 2001-02) met CCR <br /> Title 27 and Subtitle D regulations. Future Modules will meet the requirements applicable at the <br /> time of design. <br /> 5.2. Design Responsibility <br /> San Joaquin County is responsible for the design of the facility. The County submits <br /> engineering designs for each module to the regulatory agencies for their review and approval <br /> prior to construction. The design of each cell complies with CCR Title 27 and Subtitle D <br /> construction and design standards. A detailed quality control and quality assurance procedures <br /> (CQA plan) is included with the cell design. <br /> Designs are prepared by engineers licensed in the State of California. <br /> • The original facility.design was prepared by San Joaquin County staff and under the <br /> supervision of Gabriel R. Karam, PE (RCE C33172). <br /> • Module 1 was designed by Mr. Frederick W.
