5 FACILITIES DESIGN AND CONSTRUCTION STANDARDS
5.1. Design Standards
Designs prior to 1997 met Title 14 Regulations. Module 1 (designed in 2001-02) met CCR
Title 27 and Subtitle D regulations. Future Modules will meet the requirements applicable at the
time of design.
5.2. Design Responsibility
San Joaquin County is responsible for the design of the facility. The County submits
engineering designs for each module to the regulatory agencies for their review and approval
prior to construction. The design of each cell complies with CCR Title 27 and Subtitle D
construction and design standards. A detailed quality control and quality assurance procedures
(CQA plan) is included with the cell design.
Designs are prepared by engineers licensed in the State of California.
• The original facility.design was prepared by San Joaquin County staff and under the
supervision of Gabriel R. Karam, PE (RCE C33172).
• Module 1 was designed by Mr. Frederick W. Cope, PE (RCE C19691) of Shaw
Environment and Infrastructure.
• Extension of Module 1 liner onto a portion of Module "I" refuse was designed by
Timothy Crandall (RCE C045599).
Future designs will be by engineers licensed in the State of California.
In some cases, regulatory agency staff has directed the County to implement specific design
features, such as the gas-impermeable barrier between older Module "I" refuse and newer
refuse that can be placed over Module "I" footprint due to the construction of Module 1.
Foothill Sanitary Landfill Page 17 of 57 Public Works/Solid Waste
Joint Technical Document County of San Joaquin—Revised 7/30/10
