U
7.5. Vector Control
Following are the vector control measures at the Foothill Landfill:
Waste is covered daily.
Continuous use of "Bird Bombs" to scare scavenging birds away from the active face.
Installation and maintenance of traps and bait stations for rodents and burrowing
animals near the active face and around the landfill.
7.6. Drainage and Erosion Control
The existing drainage system of the site comprises of a perimeter berm around the waste
management unit which prevents run-on to the unit. This perimeter berm, along with a series of
ditches, also controls all surface run-off during storm events, and directs surface run-off from the
landfill to a retention basin on the east side of the site (Figure 2). The final conceptual drainage
0 design of the site is shown in Figure 16.
During the year, the landfill operator repairs and regrades (if needed) the storm water
conveyance structures and implements drainage and erosion control best management
practices. Erosion control on surfaces that will not receive refuse for extended periods is
provided by placing intermediate cover and establishing vegetation on that surface. Vegetation
is started by placing soil on the final surface that is scraped from surrounding grassy areas.
This soil contains seeds of the grasses that are successful in that climate, and nutrients for
vegetative growth.
The temporary run-on controls for the fill area and excavation areas is accomplished by the
design of the active face tipping areas and the method of daily operation. The design directs
surface water in the fill area such that is can be controlled. As a part of daily operations during
times of surface water runoff from Module 1, a berm is placed at the down gradient edge of the
daily cell to collect surface water that might run off the exposed waste.
Foothill Sanitary Landfill Page 45 of 57 Public Works/Solid Waste
Joint Technical Document County of San Joaquin — Revised 7/30/10
