• Sees that the work plan is properly carried out and on schedule. <br /> • Briefs the Site Supervisor (SS), Site Health and Safety Officer (SHSO), and field personnel on <br /> specific assignments. This can be done during the pre job planning meeting. <br /> • Together with the SS and SHSO, sees that health and safety requirements are met. <br /> • Consults with the Health Safety & Environmental Manager (HSM) regarding unsafe conditions, <br /> incidents, or changes in site conditions or the scope of work. <br /> • Ensures Company Accident/Incident report procedures are followed(see Appendix Q. <br /> 2.1.1.2 Site Supervisor/Site Health and Safety Officer <br /> The SS/SHSO Reports to the PM, has authority to direct response operations, and assumes control over <br /> on-site activities. In addition the SS/SHSO: <br /> • Conducts daily safety meetings. <br /> • Conducts daily HSE Inspections and records their findings on the Daily HSE Site Inspection Form <br /> (CMS-710-05-FM-01401)(Appendix A). <br /> • Leads a formal written HSE Inspection of his work area each week. The inspection team shall <br /> consist of the Site Supervisor and/or general foreman, and HSE Leader of the Week using CMS- <br /> 710-05-FM-01402(Appendix A). <br /> • Executes the work plan and schedule. <br /> • Manages the construction operations. <br /> • Conducts periodic field health and safety inspections to ensure compliance with this HASP. <br /> • Enforces safety procedures. <br /> • Enforcing worker protection levels. <br /> • Enforces site control. <br /> • Notifies,when necessary, local public emergency officials. <br /> • Conducts periodic inspections to assess whether the HASP is being followed. <br /> • Periodically inspects protective clothing and equipment. <br /> • Sees that protective clothing and equipment are properly stored and maintained. <br /> • Controls entry and exit at the access control points. <br /> • Performs air monitoring in accordance with this HASP. Maintains and oversees operation of <br /> monitoring equipment and interpretation of data from the monitoring equipment. <br /> • Monitors workers for signs of stress, including heat stress,cold exposure,and fatigue. <br /> • Enforces the "buddy" system. Is informed of emergency procedures, evacuation routes, and <br /> telephone numbers of the local hospital, poison control center, fire department, and police <br /> department. <br /> • Notifies,when necessary, local public emergency officials. <br /> 2.1.1.3 HSE Leader of the Week <br /> • Watch for and help correct safety hazards/problems. <br /> • Serve as an observer for the I Care process by doing at least one observation each day. <br /> 2-2 <br />
