INTRODUCTION <br /> The purpose <br /> of this report is to present information about the <br /> waste quantities delivered during the 1990 calendar year to solid <br /> waste disposal facilities throughout San Joaquin County (County) . <br /> Following is a list of disposal facilities which are included in <br /> this report. <br /> - Harney Lane Sanitary Landfill <br /> - Austin Road Sanitary Landfill <br /> - French Camp Sanitary Landfill <br /> - Forward Incorporated Sanitary Landfill <br /> - Lovelace Transfer Station <br /> - Foothill Sanitary Landfill <br /> - Corral Hollow Sanitary Landfill <br /> San Joaquin County is responsible for the administration and <br /> implementation of the County-Wide Integrated Solid Waste Management <br /> Plan required by the Integrated Waste Management Act of 1989. The <br /> County Board of Supervisors has appointed the Department of Public <br /> Works the lead agency responsible for preparing and implementing <br /> the Plan. The Department's Solid waste Division (Division) is <br /> assigned this responsibility. The Division is currently preparing <br /> the County's first County-Wide Integrated Waste Management Plan as <br /> required by the ACT. <br /> To aid in the planning for the disposal needs of the County, the <br /> Division compiles waste quantity data regarding the amounts of <br /> solid waste delivered to the various disposal facilities throughout <br /> the County. <br /> This year, information on material diverted at landfills for <br /> purposes of recycling or transformation is included in this report. <br /> Transformation, as defined in the ACT includes incineration, which <br /> applies in this case. Some of these diversion programs have been <br /> in effect for some time, some are pilot projects, and some are very <br /> small scale projects due to the limitations of the facilities. <br /> In early 1991 the County will break ground for the new North County <br /> Recycling Center and Sanitary Landfill, located east of the <br /> existing Harney Lane Landfill. When construction is complete, the <br /> recycling center will facilitate diversion of recyclable materials <br /> from the waste stream. <br />
