METHODS OF MEASURING WASTE QUANTITIES
Basically, there are two methods for quantifying waste received at
the above facilities. The waste can be measured by volume in cubic
yards, or by weight in pounds or tons. Waste is brought to the
disposal facilities in different types of vehicles, some of which
are designed to compact waste. Other vehicles are loaded with no
compaction. When two loads of the same volume have different
amounts of waste due to compaction, the load which is compacted
will weigh more than the non-compacted load.
Not all facilities have scales capable of weighing incoming waste.
The County' s Harney Lane Sanitary Landfill and Lovelace Transfer
Station have scales. Scales at County sites are computerized and
the system provides a significant amount of information concerning
the waste stream based on both weight and volume. The City of
Stockton has scales at its Austin Road Landfill, and in 1990 scales
were installed at its French Camp disposal site. Information for
the other disposal facilities is based on volume and is more
general in nature.
OVERALL CONVERSION FACTOR
For those disposal sites in the County with no facilities for
weighing incoming waste, a conversion factor, to convert cubic
yards to tons, was developed using data compiled at the Lovelace
Transfer Station (LTS) . The conversion factor assumes that waste
quantities and weights received at the Lovelace Transfer Station
are similar to those at other disposal facilities.
The conversion factor was calculated by dividing the total tons
leaving the transfer station during 1990, (132 , 593 Tons) by the
total cubic yards received at the transfer station during 1990
(768, 216 cy) . The result, . 173 , is the conversion factor used in
this report to convert cubic yard data to tons for the following
sites:
- Forward, Inc. Sanitary Landfill
- Corral Hollow Sanitary Landfill
The . 173 conversion factor is equivalent to 345 pounds per cubic
yard. This conversion factor varies slightly from year to year due
to changes in the waste stream and the vehicles delivering waste
to the station. For instance, new vehicles may have different
conversion factors than older equipment that they replace. Current
and past conversion factors are as follows:
YEAR CONVERSION FACTOR
1988 . 196
1989 . 184
1990 . 173
2
