METHODS OF MEASURING WASTE QUANTITIES <br /> Basically, there are two methods for quantifying waste received at <br /> the above facilities. The waste can be measured by volume in cubic <br /> yards, or by weight in pounds or tons. Waste is brought to the <br /> disposal facilities in different types of vehicles, some of which <br /> are designed to compact waste. Other vehicles are loaded with no <br /> compaction. When two loads of the same volume have different <br /> amounts of waste due to compaction, the load which is compacted <br /> will weigh more than the non-compacted load. <br /> Not all facilities have scales capable of weighing incoming waste. <br /> The County' s Harney Lane Sanitary Landfill and Lovelace Transfer <br /> Station have scales. Scales at County sites are computerized and <br /> the system provides a significant amount of information concerning <br /> the waste stream based on both weight and volume. The City of <br /> Stockton has scales at its Austin Road Landfill, and in 1990 scales <br /> were installed at its French Camp disposal site. Information for <br /> the other disposal facilities is based on volume and is more <br /> general in nature. <br /> OVERALL CONVERSION FACTOR <br /> For those disposal sites in the County with no facilities for <br /> weighing incoming waste, a conversion factor, to convert cubic <br /> yards to tons, was developed using data compiled at the Lovelace <br /> Transfer Station (LTS) . The conversion factor assumes that waste <br /> quantities and weights received at the Lovelace Transfer Station <br /> are similar to those at other disposal facilities. <br /> The conversion factor was calculated by dividing the total tons <br /> leaving the transfer station during 1990, (132 , 593 Tons) by the <br /> total cubic yards received at the transfer station during 1990 <br /> (768, 216 cy) . The result, . 173 , is the conversion factor used in <br /> this report to convert cubic yard data to tons for the following <br /> sites: <br /> - Forward, Inc. Sanitary Landfill <br /> - Corral Hollow Sanitary Landfill <br /> The . 173 conversion factor is equivalent to 345 pounds per cubic <br /> yard. This conversion factor varies slightly from year to year due <br /> to changes in the waste stream and the vehicles delivering waste <br /> to the station. For instance, new vehicles may have different <br /> conversion factors than older equipment that they replace.
