CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br />CENTRAL VALLEY REGION <br />ORDER NO. 89-148 <br />WASTE DISCHARGE REQUIREMENTS <br />FOR <br />FORWARD INCORPORATED <br />WASTE MANAGEMENT FACILITY <br />CLASS II LANDFILLS <br />CLASS III LANDFILLS <br />CLASS II SURFACE IMPOUNDMENT <br />CLASS II LAND TREATMENT UNIT <br />CLOSURE OF CLASS I LANDFILL <br />SAN JOAQUIN COUNTY <br />The California Regional Water Quality Control Board, Central Valley Region, <br />(hereafter Board) finds that: <br />1. Forward Incorporated (hereafter Discharger) submitted a Report of Waste <br />Discharge, dated 18 May 1987. The facility is currently regulated by Waste <br />Discharge Requirements Order No. 88-023 which was updated in conformance <br />with Title 23, California Code of Regulations (CCR), Chapter 3, Subchapter <br />15 (hereafter Subchapter 15). Revision of Order No. 88-023 is needed to <br />approve the reclassification and closure of Waste Management Unit (WMU) <br />A and to reflect minor design and operational changes at the facility. <br />2. The 157 acre disposal site, assessor parcel number 201-060-03, is owned <br />and operated by Forward Inc. Waste treatment, storage, and disposal <br />activities have occurred within approximately 60 acres of the site. The <br />site is seven miles southeast of Stockton, in Section 3, T1S, R7E, MDB&M, <br />as shown in Attachments A through E which are incorporated herein and made <br />part of this Order. The WMUs at the site are as follows: <br />WMU A - Consists of four north -south trending trenches covering an area <br />of eight acres. Each trench has a compacted clay liner with a dendritic <br />leachate collection system. The trenches are filled with mostly <br />'designated' and some 'hazardous waste'. This unit is reclassified from <br />a Class II -1 unit to a Class I unit for the purpose of closure and post - <br />closure maintenance based on Findings 15 to 25. Discharge of any <br />additional hazardous waste to this unit is prohibited and discharge of <br />'nonhazardous' or 'inert' waste may occur only as part of final closure <br />construction. This WMU is undergoing closure. <br />WMU B - This Class III Landfill covers an area of eight acres. Containing <br />'nonhazardous solid waste' and 'inert waste', this WMU has been temporarily <br />closed since 1986. <br />WMU C - This Class III Landfill occupies three acres in the south end of <br />WMU A's Trench 4. A compacted clay dike separates the northern half of <br />Trench 4 from the 'nonhazardous solid wastes' and 'inert waste' placed in <br />the southern half. <br />
