WASTE DISCHARGE REQUIREMENTS -2-
FORWARD INCORPORATED
WASTE MANAGEMENT FACILITY
CLASS II LANDFILLS CLASS III LANDFILLS
CLASS II SURFACE IMPOUNDMENT
CLASS II LAND TREATMENT UNIT
CLOSURE OF CLASS I LANDFILL
SAN JOAQUIN COUNTY
WMU D - The WMU D Landfill Area consists of several Class III WMUs for
'nonhazardous solid waste' and 'inert waste' and will eventually be
expanded to the final size of approximately 65 acres as shown on Attachment
C. WMU D-87 was constructed in 1987 and covers an area of 2.5 acres. This
unit will cover low portions of WMUs B and C when completed. WMU D-88 was
constructed in 1988 with a four -foot thick compacted soil liner and covers
an area of 4.2 acres. WMU D-88 is divided by an internal earthen dike so
that the southern 1.2 acres are isolated from any landfill leachate
generated in the northern portion of the WMU. This arrangement allows for
waste contaminated with acid -soluble inorganic constituents to be isolated
from acidic landfill leachate. Additional expansion is planned for 1989
with the construction of WMU D-89 covering 8.7 acres north of WMU D-88 and
west of WMUs A and C.
WMU E - This 3.7 acre Class II Landfill was constructed to meet Subchapter
15 requirements, and is dedicated for the disposal of coal and wood ash.
This unit may be expanded to approximately 13 acres as shown in Attachment
C.
WMU F - A proposed Class II surface impoundment approximately 5 acres in
size which will hold leachate and other 'designated wastes' compatible with
the liner. A temporary or interim WMU F was constructed west of WMU E in
1988 to accommodate landfill leachate only. This surface impoundment will
be closed when the permanent WMU F is built (Attachment C).
WMU G - A Class II land treatment unit which may be sited within the WMU
D or H areas prior to landfilling (Attachment D). Soils contaminated with
less than hazardous levels of petroleum hydrocarbons will be stored and
treated at this WMU.
WMU H - A proposed 20 acre Class III landfill south of Littlejohns Creek
which will hold 'nonhazardous solid waste' and 'inert waste' (Attachment
C).
WASTES AND THEIR CLASSIFICATION
4. The Discharger proposes to continue to discharge 'nonhazardous solid
waste' in WMU D, a Class III landfill unit, as shown on Attachment B.
