•
•
WASTE DISCHARGE REQUIREMENTS -3-
FORWARD INCORPORATED
WASTE MANAGEMENT FACILITY
CLASS II LANDFILLS CLASS III LANDFILLS
CLASS II SURFACE IMPOUNDMENT
CLASS II LAND TREATMENT UNIT
CLOSURE OF CLASS I LANDFILL
SAN JOAQUIN COUNTY
5. The Discharger proposes to discharge wastes containing greater than one
percent (>1%) friable asbestos in WMUs D and H. These wastes are
classified as 'hazardous' under Title 22 of CCR. However, because these
wastes do not pose a threat to ground water quality, Section 25143.7 of
the Health and Safety Code permits their disposal in any landfill which
has waste discharge requirements that specifically permit the discharge,
provided that the wastes are handled and disposed of in accordance with
applicable statutes and regulations.
6. Coal ash is discharged to WMU E, a Class II landfill unit. Data submitted
by the Discharger indicate that coal ash, if commingled with wastes that
produce acidic leachate, could release pollutants in concentrations which
could cause degradation of waters of the state. However, the Discharger's
data also show that in the absence of acidic conditions, coal ash does not
pose such a water quality threat. In addition, the data show that coal
ash itself is not capable of generating acidic leachate.
7. The State Department of Health Services (DHS) has granted shredder waste
a variance, for the purposes of disposal, from hazardous waste management
requirements pursuant to Section 66310, Title 22 of the CCR. Shredder
waste is any waste which results from the shredding of automobile bodies
(from which batteries, mufflers, and exhaust pipes have been removed),
household appliances, and sheet metal.
8. 'Hazardous waste' which has received a variance from DHS for the purposes
of disposal is classified as a 'designated waste' pursuant to Section 2522
of Subchapter 15.
9. 'Designated waste' may be disposed of in a Class III WMU provided that,
prior to disposal, the Discharger establishes to the satisfaction of the
Board that the waste presents a lower risk of degrading water quality than
is indicated by its classification.
10. The State Water Resources Control Board adopted Resolution 87-22 on 19
March 1987. This Resolution allows the discharge of shredder wastes to
Class III landfills where waste discharge requirements allow such disposal.
11. The Discharger proposes to discharge shredder waste to WMU D and H.
12. The Discharger proposes to discharge sewage and water treatment sludges
to selected portions of WMU D and WMU H as described in Finding 48.
