■ 1994 WASTE QUANTITY REPORT <br /> I. GENERAL INFORMATION <br /> A. INTRODUCTION: <br /> This report provides 1994 waste quantity information for the incorporated and <br /> unincorporated areas of San Joaquin County(County). The report contains disposal <br /> information for the following solid waste disposal facilities: <br /> - North County Recycling Center And Sanitary Landfill <br /> - Lovelace Transfer Station <br /> - Foothill Sanitary Landfill <br /> - Corral Hollow Sanitary Landfill <br /> - Austin Road Sanitary Landfill <br /> - French Camp Sanitary Landfill <br /> - Forward Incorporated Sanitary Landfill <br /> The Cities of Tracy, Manteca Ripon and Lodi have entered into agreements with the <br /> County that allow them to use County disposal sites. The City of Lathrop also uses <br /> County disposal sites but the County has no contractual obligation to provide a site to <br /> Lathrop. The City of Stockton utilizes its own Austin Road Sanitary Landfill facility. The <br /> City of Escalon is served by an out-of-county hauler who disposes of the waste in <br /> Stanislaus County. Self-haul waste is accepted from the public from all the Cities. <br /> San Joaquin County is responsible for the administration and implementation of the <br /> County-Wide Integrated Waste Management Plan (Plan) required by the Integrated Waste <br /> Management Act of 1989 (ACT). The Department of Public Works is the lead agency in <br /> preparing and implementing the Plan. The Department's Solid Waste Division (Division) <br /> is assigned this responsibility. <br /> Assembly Bill (AB) 939, passed in 1989, set waste diversion goals of 25% of the waste <br /> stream generated, by January 1, 1995, and diversion of 50% of the waste stream <br /> generated, by January 1, 2000. These diversion goals apply to every jurisdiction in the <br /> State, including the incorporated and unincorporated areas of the County. Jurisdictions <br /> are to monitor their progress toward reaching these diversion goals by counting volumes <br /> of materials diverted through such waste reduction activities as source reduction, and <br /> recycling and composting programs in both the public and private sectors. <br /> i <br />
