Recent legislation, AB 2494 (1992), has revised and simplified the accounting procedure
while maintaining the same diversion goals. Now,jurisdictions can show progress toward
reaching their diversion goals by counting volumes of material disposed of in landfills.
Essentially, it requires that waste landfilled be limited to 75% of the projected waste
stream by 1995, and 50% by the year 2000.
This eliminates the necessity of closely monitoring recycling efforts, although it is still
essential to our long term goals for waste handling. AB 2494 also makes it the County's
responsibility to monitor waste disposal information from all jurisdictions in the County
and report that information to the Cities and State annually.
To assist in the planning for the disposal needs of the County, the Division compiles
annual waste quantity data on the amounts of solid waste delivered to the various disposal
facilities throughout the County. This information also assists in monitoring waste
diversion goals and the source of self-haul waste by jurisdiction at County sites.
Diversion programs at solid waste disposal sites are increasing, and information on those
programs is included in this report. Some of the diverted waste is being recycled and a
small percentage of the waste from the Lovelace Transfer Station was transferred to the
Stanislaus Waste to Energy facility. Wood waste programs at the North County
Recycling Center And Sanitary Landfill and the Forward Inc. Sanitary Landfill processed
the wood for use as fuel in co-generation facilities. Waste tires were collected at the
North County Recycling Center And Sanitary Landfill, Foothill Sanitary Landfill, Corral
Hollow Sanitary Landfill, Austin Road Sanitary Landfill and at the Lovelace Transfer
Station. The tires were transported to a cement kiln in Redding, California, where they are
burned whole as a supplemental fuel in the cement making process.
The North County Recycling Center And Sanitary Landfill began accepting waste in
October of 1991. It was designed with a recycling center/transfer station near the entrance
to the site. In that facility, completed in February of 1992, recyclable materials are being
removed from the waste stream and collected from source separated drop off bins.
B. METHODS OF MEASURING WASTE QUANTITIES:
Basically, there are two methods for quantifying waste received at the above facilities.
The waste can be measured at the gate by volume in cubic yards (cy), or by weight in
pounds or tons. Waste is brought to the disposal facilities in different types of vehicles,
some of which are designed to compact waste. Compacted loads contain more waste and
2
