Recent legislation, AB 2494 (1992), has revised and simplified the accounting procedure <br /> while maintaining the same diversion goals. Now,jurisdictions can show progress toward <br /> reaching their diversion goals by counting volumes of material disposed of in landfills. <br /> Essentially, it requires that waste landfilled be limited to 75% of the projected waste <br /> stream by 1995, and 50% by the year 2000. <br /> This eliminates the necessity of closely monitoring recycling efforts, although it is still <br /> essential to our long term goals for waste handling. AB 2494 also makes it the County's <br /> responsibility to monitor waste disposal information from all jurisdictions in the County <br /> and report that information to the Cities and State annually. <br /> To assist in the planning for the disposal needs of the County, the Division compiles <br /> annual waste quantity data on the amounts of solid waste delivered to the various disposal <br /> facilities throughout the County. This information also assists in monitoring waste <br /> diversion goals and the source of self-haul waste by jurisdiction at County sites. <br /> Diversion programs at solid waste disposal sites are increasing, and information on those <br /> programs is included in this report. Some of the diverted waste is being recycled and a <br /> small percentage of the waste from the Lovelace Transfer Station was transferred to the <br /> Stanislaus Waste to Energy facility. Wood waste programs at the North County <br /> Recycling Center And Sanitary Landfill and the Forward Inc. Sanitary Landfill processed <br /> the wood for use as fuel in co-generation facilities. Waste tires were collected at the <br /> North County Recycling Center And Sanitary Landfill, Foothill Sanitary Landfill, Corral <br /> Hollow Sanitary Landfill, Austin Road Sanitary Landfill and at the Lovelace Transfer <br /> Station. The tires were transported to a cement kiln in Redding, California, where they are <br /> burned whole as a supplemental fuel in the cement making process. <br /> The North County Recycling Center And Sanitary Landfill began accepting waste in <br /> October of 1991. It was designed with a recycling center/transfer station near the entrance <br /> to the site. In that facility, completed in February of 1992, recyclable materials are being <br /> removed from the waste stream and collected from source separated drop off bins. <br /> B. METHODS OF MEASURING WASTE QUANTITIES: <br /> Basically, there are two methods for quantifying waste received at the above facilities. <br /> The waste can be measured at the gate by volume in cubic yards (cy), or by weight in <br /> pounds or tons. Waste is brought to the disposal facilities in different types of vehicles, <br /> some of which are designed to compact waste. Compacted loads contain more waste and <br /> 2 <br />
