WMU D-99 Construction September 1999
Forward Landfill Job No.986011.02
Vector provided continuous CQA services during construction of the liner system from
May 10, 1999 through September 2, 1999. The CQA Manager for this project was
Scott Purdy, C.E.G. Ben Dell-Era, C.E.T., was Vector's CQA Lead Monitor during the
entire project with Chris King and Antonio Henriquez assisting during various phases of
the construction. Off-site laboratory conformance testing for the soils was performed at
Vector's laboratory in Grass Valley, California under the direction Ken Criley, laboratory
manager. Conformance testing of the geosynthetics materials was performed by
Precision Laboratories of Orange, California. The destructive seam testing was
performed by Vector at the on-site laboratory trailer.
The following report contains a discussion of the CQA procedures performed by
Vector during the construction of WMU D-99, the Eastern Ash Pit Closure, and
the Class II Leachate Impoundment, a discussion of the construction activities,
and a description of the composite liner system components observed and
tested by Vector. Since the Construction Quality Assurance Manual and
construction methods for W -99, the Eastern Ash Pit Closure, and the
Class II Leachate Impoundment are virtually the same, the CQA activities will be
reported as one except as noted. This report also contains appendices
presenting the daily construction activities, earthworks testing results,
geosynthetics testing results, logs of the geosynthetic materials delivered to the
site; and other information pertaining to the CQA monitoring of the composite
liner system installation. Photographic documentation of this project was
maintained by Vector throughout the construction period and some pertinent
photographs are presented in Appendix A of this report.
Vector Engineering, Inc. - 12438 Loma Rica Dr.,#C - Grass Valley, CA- (530)272-2448
-3-
