The Final Closure and Post-Closure Maintenance Plan for the Forward Landfill will
include appropriate demonstrations that the engineered alternative final cover
system meets or exceeds the requirements of 27 CCR, Section 21090 as required
by 27 CCR, Section 21140.
5.2.4.3 SOIL AVAILABILITY
Materials for construction of the final cover will be obtained from soils stockpiled
during excavation of the WMUs or imported, if necessary.
5.2.5 FILL PHASING
Class III waste is currently.,being..disposed,of.,in the previously filled area- ,of-the
Austin Road Landfill. It is anticipated that the Class III waste will establish the
base grades for the intermediate Class Il liner proposed above the currently fiied
areas. Class III waste disposal operations will continue at the existing Austin
Road Landfill to establish a 5 percent minimum gradient for the interim final
cover per Detail 1 on Drawing 3. Additional Class l II waste will be placed-to the
subgrade of the Class II intermediate liner, shown on Detail 3 on Drawing 6. A
high point of 108 feet amsl slopes at 5 percent to the south and joins the"base
grades for the future disposal area to the south of the existing Austin Road
Landfill.
The phasing shown on Drawing 5 is conceptual and actual phasing direction
may vary. It is anticipated that each major phase of development depicted'in
Drawing 5 for the Forward Landfill will consist of smaller fill sequences.
Class II waste is currently being accepted at the existing Forward Landfill in
WMU D-00 and D-01, within Phase 1 in Drawing 5, located in the northwest:
portion of the existing Forward Landfill (west of lined WMUs D=97, D-98 and D-
99). Phase 2 located immediately north of Phase 1 is the next major fill phase to
complete the Class II liner operations within the existing Forward Landfill permit
boundary with the exception of the north access road and scalehouse area. The
existing access road and scalehouse will continue to serve the future fill phases
in the existing Austin Road Landfill to the west of the scales (Phases 3 through 7
shown on Drawing 5).
Forward Landfill JTD 5-8
L:\AI lied\2000.193\Reports\f inalj td:sec-5.0:08/2 2/01
BRYAN A.STIRRAT S ASSOCIATES
