5.4.2 RESPONSIBILITY AND AUTHORITY <br /> A registered civil engineer or certified engineering geologist designated as the <br /> CQA Manager will be in charge of observing the installation of the work, <br /> evaluating the materials for conformance with the plans and specifications, and <br /> all testing completed for the project during and after construction. Specifically, <br /> the CQA Manager will: <br /> • Review design plans and specifications for accuracy and completeness. <br /> • Prepare a schedule of.CQA inspection activities and coordinate necessary <br /> CQA personnel to conduct inspections. <br /> • Review and interpret data and reports prepared by CQA inspection <br /> personnel. <br /> The CQA inspection personnel will performvarious tests and observations <br /> during construction activities such as: <br /> • Verify that testing equipment is propedy..calibrated_on a regular basis.and <br /> document the calibration. <br /> • Accurately record test data and organ'rzeItin aumacnner that allows-easy <br /> reference. <br /> • Evaluate the contractor's construction quality control plans to ensure that <br /> they meet or exceed the facility CQA Plan requirements. <br /> • Report observations and test results as the work progresses. <br /> The CQA inspection personnel will work under the supervision and guidance of <br /> the CQA Manager who will be responsible for verifying that all tests are <br /> conducted in accordance with American Society for Testing and Materials <br /> (ASTM) standards or other specified test methods, and that the proper test <br /> equipment is used.
