CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD CENTRAL VALLEY REGION MONITORING AND REPORTING PROGRAM NO. 97-141 FOR FORWARD INCORPORATED FORWARD LAND1 CLASS 1 AND CLASS III LANDFILLS CLASS H LAND TREATMENT UNITS, CLASS II WASTE PILES CLASS II SURFACE IMPOUNDMENTS POSTCLOSURE OF CLASS I LANDFILL SAN JOAQUIN COUNTY Ground water monitoring data indicate a release from landfill and/or other waste�management units at this -facility. Currently; ground water contaminant concentrations:.are - or ow..MClz.for several volatile organic compounds. The Discharger is evaluating ground water conditions and - pollutant.,sources at the.site. The Discharger previously capped WMU A, removed clay -lined liquid disposal ponds, and improved landfill cover, grading and drainage controls. Current data indicate contaminant concentrations are decreasing. The -Discharger is preparing, revised technicalreports pursuant to Article 5 to formalize a corrective action program at the facility in addition to a detection AIML monitoring program. Once the Discharger's technical -reports are completed, both,this, monitoring program and the program required by Department of Toxic Substances Control (DTSC) as part of its postciosure permit for A will be modified. Compliance wt i ffih Monitoring and Reporting~ Program; and with the vrnpanion Standard Provisions and Reporting Requirements, is ordered by Waste Discharge Requirements Order No "97-14"1.7ailure to comply`with`this Program; orwith°the Standard -Provisions andReporting Requirements, constitutes noncompliance with the WDRs, its amendment, and Division 7 of the Water'Code, and can result in the imposition of civil monetary liability. The Discharger shall report monitoring data and information as required in theMonitoring and Reporting Program and as required in the Standard Provisions and Reporting Requirements. Reports which do not comply with the required format will be REJECTED and the Discharger shall be deemed to be in noncompliance with the WDRs. In reporting the monitoring data, the Discharger shall arrange the data in tabular form so that the date, the constituents, the concentrations, and the units are readily discernible. The data shall be summarized in such a manner so as to illustrate clearly the compliance with waste discharge requirements. _ d earl monitoring reports shall be submitted to the Board by the Quarterly, semiannual, anyearly � p 15th day of the month following the calendar quarter in which the samples were Taken.
