E <br />U <br />MONITORING AND REPORTING PROGRAM <br />FORWARD INC., FORWARD LANDFILL <br />SAN JOAQUIN COUNTY <br />-2- <br />The results of any monitoring done more frequently than required at the locations specified herein <br />shall be reported to the Board. <br />B. REQUIRED MONITORING PROGRAMS <br />1 . Incoming Waste, Leachate and LCRS Monitoring Program <br />DESIGNATED AND NONHAZARDOUS SOLID WASTE MONITORING <br />The Discharger shall monitor all wastes discharged to the Class III landfill units and Class Il land <br />treatment unit, landfills and waste piles on a monthly basis and report to the Board as follows: <br />Report in <br />Parameter Units of <br />Quantity Discharged: <br />Nonhazardous Solid Waste Cubic Yards <br />.Asbestos Cubic Yards <br />Sewage and Wastewater <br />Gallons <br />Treatment'Sludges <br />Average % Solids <br />%® <br />Where Waste Was Discharged <br />- - <br />Source(s) of Material <br />Discharged <br />Minimum Elevation of <br />Feet & Tenths, <br />Discharge <br />Mean Sea Level <br />Capacity of Landfill Unit <br />Percent <br />Remaining <br />Frequency of <br />Rep <br />Quarterly <br />Quarterly <br />Quarterly <br />Quarterly <br />Quarterly <br />Quarterly <br />Quarterly <br />Yearly <br />When it is necessary to determine if a solid waste, including contaminated soil, is a `designated <br />I aste', a Waste Extraction Test (WET) shall be run. The waste may be disposed of in a Class ill <br />landfill unit at this site only under the following conditions: <br />a. If the concentrations of extractable constituents (expressed in mg/1 of extract), as determined <br />by the standard WET (CCR, Title 22, Division 4.5, Chapter 11), do not exceed the Maximum <br />Concentrations specified below, the waste may be co -disposed with `nonhazardous solid <br />waste'. <br />b. If the concentrations of extractable constituents (expressed in mg/1 of extract), as determined <br />by the WET run with deionized water in place of the standard citrate buffer, do not exceed the <br />Maximum Concentrations specified below, the waste may be disposed of in a monofill <br />dedicated to this solid waste, or in an area where the waste will not contact wastes capable of <br />generating acidic leachate or landfill leachate, or be overlain by wastes capable of generating <br />acidic leachate. <br />9 <br />
