1 of a • <br />1.1 PURPOSE <br />This Preliminary Closure/Post-Closure Maintenance Plan (PCPCMP) for the <br />Forward Landfill has been prepared as an appendix to the Joint Technical <br />Document (JTD) for submittal to the California Integrated Waste Management <br />Board (CIWMB), the County of San joaqujn Environmenw Health Department <br />(Local Enforcement Agency [LEA]), and the Regional Water Quality Control <br />Board (RWQCB) on behalf of Forward, Inc. (Forward), the owner/operator of the <br />landfill, by Bryan A. Stirrat & Assec4ates,{BAS),and-�ew-as,En.gin ring. <br />Closure of the Forward Landfill`Wfll'be performed in accordance witN`the <br />applicable regulatory standands.indu.ded.,in California.Code.of.Regulations, <br />Title 27 (27 CCR), Chapters 3 and 4 and 40 Code of Federal Regulations (CFR), <br />Subpart F. The purpose of this'section of'27"CCR"is to'"develop sufficient <br />information regarding the proposed closure design and post -closure <br />qW maintenance activities to estimate the associated costs. The estimated costs will <br />then become the basis for properlyt funding the Forward Landfill closure and <br />post -closure maintenance financial assurance account. <br />The improvements and systems required for closure of the Forward Landfill <br />include the final grading, final cover system, drainage and erosion control <br />systems, landfill gas monitoring/control system, leachate control system, site <br />security, structure removal, and modification of environmental control systems <br />(during final cover placement). A description of these closure improvements as <br />well as a schedule for closure construction of the Forward Landfill is presented in <br />the following sections. <br />The sections titled Introduction (Section 1.0) and Existing Environmental Control <br />and Monitoring Systems (Section 2.0) of this document present information <br />which is common to both the Closure Plan (Section 3.0) and Post -Closure <br />Maintenance Plan (Section 4.0).
